Counselling and Admission Process
IPU CET 2027 Counselling Process
The IPU CET 2027 counselling process is the final and one of the most important stages of admission to Guru Gobind Singh Indraprastha University (GGSIPU) and its affiliated colleges. Candidates who qualify for admission through IPU CET or other recognised entrance examinations must participate in the prescribed counselling process to secure a seat in their preferred programme and institution.
GGSIPU conducts counselling based on candidates' entrance examination merit, programme eligibility, category, region, college preferences and seat availability. Depending on the selected programme, counselling may be conducted through online centralised counselling or offline counselling at designated venues.
The University also uses national-level examination scores, including JEE Main, NEET UG, CLAT, CAT, CMAT and CUET, for admission to programmes where these examinations are the prescribed admission routes.
For the IPU CET 2027 academic session (2027–28), the counselling schedule and detailed admission instructions are awaited. The following process is explained using the 2026–27 admission brochure and counselling procedures as reference.
Types of Counselling Conducted by GGSIPU
GGSIPU follows different counselling arrangements depending on the programme and applicable admission route.
Counselling Type | Description |
|---|---|
Online Centralised Counselling | Candidates register online, fill college and course preferences and receive seat allotments through the centralised admission portal. |
Offline Counselling | Eligible candidates attend counselling in person at the designated venue, where admission is offered according to merit and available seats. |
Sliding Round | Eligible candidates with allotted seats are considered for an upgrade to higher preferences based on their merit and previously submitted choices. |
Spot Counselling | Conducted to fill vacant seats remaining after the regular counselling rounds, subject to the University's admission rules. |
CUET-Based Admission | Eligible vacant seats may be filled through CUET merit where the University prescribes this additional admission route. |
The counselling method is not identical for all courses. Therefore, candidates must understand the admission route and counselling category applicable to their chosen programme.

Step-by-Step IPU CET 2027 Online Counselling Process
The online counselling procedure generally consists of registration, document verification, choice filling, seat allotment, fee payment and final reporting.
Step 1: Registration for Centralised Online Counselling
Candidates who qualify for admission must enrol for the centralised online counselling process within the prescribed registration period.
The registration process generally involves:
Visiting the counselling portal.
Logging in using the prescribed application credentials.
Entering or confirming personal information.
Verifying academic and contact details.
Providing category and region-related information.
Completing the counselling enrolment process.
Candidates must ensure that their details are accurate because the University uses the submitted information for admission and seat allocation.
Important: In the 2026–27 admission session, GGSIPU did not charge a separate counselling participation fee for regular centralised online counselling. Candidates were required to complete enrolment on the admission portal. This is separate from the application fee and subsequent part academic fee.
Step 2: Document Verification
After completing the counselling registration, candidates must submit the required documents and information for verification.
Under the 2026–27 online counselling procedure, document verification was conducted online using the information provided and updated by candidates during enrolment.
The University and allotted institutes may subsequently require physical verification of original documents before finalising admission.
Candidates should ensure that their certificates, marksheets, category details and entrance examination information are accurate and consistent.
Step 3: Choice Filling and College Preferences
Choice filling is one of the most important stages of IPU CET counselling. Candidates must select their preferred courses, colleges and available institute-programme combinations in order of preference.
The process generally involves:
Logging into the counselling account.
Opening the available choice-filling section.
Selecting the preferred programmes and affiliated colleges.
Arranging the selected choices according to personal preference.
Saving and locking or submitting the preferences as instructed.
Downloading or retaining a copy of the submitted choices.
Candidates are encouraged to fill in as many suitable preferences as possible. Selecting only a limited number of colleges may reduce the chances of securing a seat.
Example of College Preference Filling
A student seeking admission to BBA may arrange preferences as follows:
Preference | College |
|---|---|
1 | Maharaja Agrasen Institute of Management Studies |
2 | Vivekananda Institute of Professional Studies |
3 | Maharaja Surajmal Institute |
4 | Jagan Institute of Management Studies |
5 | Gitarattan International Business School |
6 | Institute of Information Technology & Management |
7 | Tecnia Institute of Advanced Studies |
This is only an illustrative preference list. Actual college choices should be based on the candidate's eligibility, preferred campus, course availability, previous cut-offs and admission priorities.
Once the choice-filling window closes, the submitted preferences are used for seat allocation. GGSIPU permits candidates to modify or add preferences in subsequent rounds within the prescribed schedule.
Step 4: Seat Allotment
After the choice-filling process is completed, GGSIPU conducts seat allotment based on the candidate's merit and the applicable admission criteria.
The allotment process considers multiple factors, including:
Entrance examination rank or admission merit.
Programme and institute preferences.
Availability of seats in the selected course.
Candidate's category and reservation eligibility.
Delhi and Outside Delhi region allocation, wherever applicable.
Prescribed admission priority for different examinations.
Candidates who receive an allotment can access their provisional allotment letter through their counselling login account.
Important: Candidates must regularly track their allotment status because separate personal notifications may not be sent for every seat-allotment announcement.
Step 5: Payment of Part Academic Fee
Candidates who receive a seat must pay the prescribed part academic fee within the specified payment window to confirm the allotted seat.
As per the 2026–27 undergraduate admission brochure, the applicable part academic fee was:
Particulars | Amount |
|---|---|
Part Academic Fee – Category / Programme Where Applicable | ₹96,000 |
Part Academic Fee – Other Applicable Category / Programme | ₹60,000 |
IPU CET 2027 Part Academic Fee | Awaited |
The ₹96,000 and ₹60,000 amounts are the alternatives specified in the 2026–27 undergraduate counselling procedure. The applicable amount depends on the University's prescribed programme and admission conditions. These should not be treated as confirmed 2027–28 fees.
The payment can be made through the available online payment facilities, such as debit card, credit card, net banking or other methods enabled on the admission portal.
Failure to pay the applicable part academic fee within the prescribed deadline can result in cancellation of the allotted seat and exclusion from subsequent rounds of regular online counselling.
Step 6: Freeze or Float Option
After seat allotment and the applicable fee payment, candidates may be provided with the option to freeze or float their allotted seat.
Option | Meaning | When to Choose |
|---|---|---|
Freeze | Accept the currently allotted seat and discontinue participation in subsequent upgradation rounds. | When satisfied with the allotted college and programme. |
Float | Retain the current seat while remaining eligible for consideration for a higher-preference choice in the next counselling round. | When seeking a better college or programme preference. |
Example:
Suppose a candidate receives admission to their third-preference college during Round 1.
By selecting Freeze, the candidate accepts the allotted seat and stops participating in subsequent regular upgradation rounds.
By selecting Float, the candidate retains the existing seat while remaining eligible for an upgrade to a higher-preference choice, subject to merit and seat availability.
A candidate who receives no higher-preference allocation in the next round retains their earlier allotted seat under the applicable Float procedure.
Step 7: Participation in Subsequent Counselling Rounds
Candidates who have accepted their allotted seats and completed the required formalities may participate in subsequent rounds, provided they meet the applicable conditions.
During subsequent rounds:
Candidates may receive an opportunity to modify or rearrange their preferences.
New seat allotments are made based on updated availability and merit.
Candidates may retain their previously allotted seat or receive an upgraded preference.
Freshly allotted candidates must complete the prescribed fee-payment and verification procedures.
Candidates must pay the applicable fees within the announced deadlines to remain eligible for further counselling.
Step 8: Document Reporting and Final Admission
Following the online allotment and sliding process, candidates must report to their allotted college or University School of Studies within the prescribed timeline.
The candidate generally needs to:
Download the provisional admission slip.
Download the provisional allotment letter.
Carry the part academic fee payment receipt.
Present the required original academic and identity documents.
Complete institute-level document verification.
Pay the remaining academic fee, wherever applicable.
Complete the institution's enrolment formalities.
Failure to report to the allotted institution and complete the admission process within the specified period can lead to automatic withdrawal or cancellation of the allotted admission.
Offline Counselling Process for IPU CET 2027
For certain programmes, GGSIPU conducts offline counselling in which eligible candidates must physically attend the counselling session at the designated venue.
Unlike online counselling, where candidates submit their preferences through a portal, offline counselling involves direct participation in the seat-allocation process.
Step-by-Step Offline Counselling Procedure
Step 1: Check the Counselling Schedule
GGSIPU releases a programme-wise offline counselling schedule containing:
Date and reporting time.
Counselling venue.
Programme and CET code.
Number of candidates called for counselling.
Category-wise and region-wise seat availability.
Documents required for admission.
Step 2: Report at the Counselling Venue
Candidates must reach the designated venue on the scheduled date and time with the required documents.
Attendance marking is compulsory. Seat allotment is carried out only for candidates who attend the counselling session in person.
Step 3: Merit-Based Seat Allocation
Candidates are called according to their entrance examination merit and applicable category or region.
Available seats are offered to eligible candidates according to their rank and the seats remaining at that particular stage.
Step 4: Pay the Admission Fee
Candidates who receive a seat must deposit the prescribed admission fee immediately after the allotment.
Under the 2026–27 offline counselling procedure:
Payment had to be completed immediately after the seat was offered.
Part payment was not accepted.
Cash and cheque payments were not accepted under the prescribed procedure.
Failure to complete the payment resulted in withdrawal of the seat offer.
Step 5: Collect the Admission Slip
After successful payment, the Admission Officer issues a duly signed admission slip.
Before leaving the counselling venue, candidates must verify their name, rank, programme, allotted institute and fee-payment details.
Step 6: Complete Final Admission Formalities
Candidates must complete the remaining document verification and admission requirements at the allotted institution within the prescribed period.
8.2 IPU CET Counselling Rounds
GGSIPU conducts multiple counselling rounds to allocate available seats among eligible candidates. The number and structure of rounds depend on the programme, admission route and remaining vacancies.
Under the 2026–27 undergraduate online counselling procedure, the University prescribed three regular online rounds, including the sliding round. Additional spot rounds could be conducted if seats remained vacant.
A. First Round of Counselling
The first round is the initial stage of seat allocation.
During this round:
Eligible candidates complete counselling registration.
Candidates submit their preferred colleges and programmes.
Seats are allocated according to merit, reservation, region and preferences.
Candidates download their provisional allotment letters.
The prescribed part academic fee is deposited within the specified period.
Eligible candidates choose Freeze or Float, as applicable.
B. Second Round of Counselling
The second round provides another opportunity for candidates to secure a seat or upgrade their previous allotment.
Important activities include:
Addition, deletion or modification of college preferences.
Fresh seat allocation based on merit and vacancies.
Payment of the applicable part academic fee by newly allotted candidates.
Document verification for candidates receiving fresh allotments.
Withdrawal of admission within the notified period.
Candidates participating through the Float option may be considered for higher preferences based on the applicable rules.
C. Third Round / Sliding Round
The third regular online round is also known as the sliding round.
This stage is primarily intended to upgrade the allotted seats of eligible candidates according to their previously submitted preferences and admission merit.
Important features include:
Eligible candidates who have paid the part academic fee can participate.
Candidates who have frozen or withdrawn their allotted seats are not eligible under the regular sliding procedure.
Previously entered college and programme preferences are used for upgradation.
Vacant seats generated through the sliding process may also be offered according to merit and preferences.
Candidates must complete reporting and fee formalities after the final allotment.
D. Spot Counselling
Spot counselling is conducted to fill vacant seats remaining after the regular counselling rounds and reporting process.
It provides an additional admission opportunity to eligible candidates who have not secured admission or who are otherwise eligible under the prescribed spot-round rules.
Important features of spot counselling:
Spot counselling may be conducted online after completion of the regular admission process.
Candidates must complete separate registration or participation formalities, wherever prescribed.
Vacant seats are offered according to the applicable merit and admission rules.
Candidates who did not secure admission in regular counselling may also be eligible to participate.
Candidates already admitted may participate under the prescribed conditions, subject to the consequences of accepting a new allotment.
Additional offline spot rounds may be conducted if seats remain vacant and the University approves them.
Under the 2026–27 undergraduate brochure, the online spot counselling participation fee was ₹500 per round. This fee was non-refundable and non-transferable. The number of spot rounds was notified separately.
IPU CET Counselling Rounds: Quick Comparison
Counselling Round | Main Purpose | Candidate Opportunity |
|---|---|---|
Round 1 | Initial seat allocation | Secure a preferred college and programme |

Verify category certificates before claiming reservation benefits.
Keep the entrance examination scorecard and allotment letter safely.

Candidates who fail to establish their eligibility through the required documents may lose their allotted seat, even after qualifying the entrance examination.
8.4 Seat Allotment Criteria and Reservation Policy
GGSIPU follows a merit-based seat allocation system. Admission is determined according to the candidate's applicable entrance examination rank, programme eligibility, college preferences and availability of seats.
The University also follows prescribed reservation provisions and regional seat-allocation rules.
Factors Affecting Seat Allotment
1. Entrance Examination Merit
Candidates are considered according to their CET rank or the applicable national-level examination merit, depending on the programme.
2. College Preferences
The candidate's submitted college and programme preferences play an important role in determining the allotted seat.
3. Seat Availability
Seat allotment depends on the availability of seats in the selected programme, college and admission category.
4. Reservation Category
GGSIPU follows applicable reservation provisions for categories such as SC, ST, OBC, EWS, PwBD and Defence, subject to programme-specific rules.
5. Delhi and Outside Delhi Region
Certain programmes have separate seat allocations for Delhi and Outside Delhi candidates. Candidates must establish their applicable region according to the University's admission criteria.
6. Admission Priority
Where multiple entrance examinations are accepted, the University follows the prescribed admission priority. A candidate's position in one examination does not automatically override the merit of another admission channel.
Reservation in IPU CET Admissions
The University provides reservation benefits according to applicable government regulations and its admission policy.
The seat reservation percentages can differ according to the institute, programme, region and applicable regulatory provisions. Therefore, candidates should not assume that a single reservation percentage applies uniformly to every programme.
The category-wise seat matrix is particularly important when preparing college preferences and evaluating admission possibilities.
8.5 Part Academic Fee, Freezing and Withdrawal
Part Academic Fee
The part academic fee is the amount deposited by a candidate after seat allotment to confirm acceptance of the provisionally allotted seat and maintain eligibility for subsequent counselling rounds, wherever applicable.
For the 2026–27 UG online counselling process, the University prescribed ₹96,000 or ₹60,000, depending on the applicable admission conditions.
This amount is different from the initial application fee and the total annual tuition fee.
Freeze and Float Options
Candidates must carefully understand the Freeze and Float options before making their selection.
Parameter | Freeze | Float |
|---|---|---|
Existing Seat | Retained | Retained provisionally |
Participation in Further Regular Rounds | No | Yes |
Upgradation Opportunity | No | Yes |
Best Suited For | Candidates satisfied with their seat | Candidates seeking higher preferences |
Withdrawal of Admission and Fee Refund
Candidates who wish to withdraw from an allotted seat must follow the prescribed online withdrawal process within the notified timeline.
The general procedure includes:
Log in to the admission portal.
Select the withdrawal option, wherever provided.
Submit the withdrawal request within the prescribed period.
Save the withdrawal acknowledgement.
Keep the registered bank details available for refund processing.
Under the 2026–27 fee refund policy:
Refunds were processed after the conclusion of the applicable counselling rounds.
Refunds were made to the bank account provided by candidates in their online application.
Applicable deductions were made according to the prescribed refund policy.
Failure to report to an allotted institute could lead to automatic cancellation and refund processing of the part academic fee.
Requests made after the prescribed withdrawal deadline were not entertained under the normal schedule.
Candidates who had paid the remaining balance fee directly to an institute or University School had to follow the separate balance-fee refund procedure, wherever applicable.
8.6 Admission Through Other Entrance Examinations
GGSIPU accepts scores from several national-level entrance examinations for admission to selected undergraduate and postgraduate programmes.
Candidates applying through these examinations must participate in the relevant GGSIPU admission and counselling process according to the programme-specific admission priority.
Entrance Examination | Courses / Programmes | Admission Purpose |
|---|---|---|
JEE Main | B.Tech. | Engineering Admissions |
NEET UG | MBBS, BDS, BAMS, BHMS and selected healthcare programmes | Medical Admissions |
CLAT UG | BA LLB and BBA LLB | Integrated Law Admissions |
CLAT PG | LLM | Postgraduate Law Admissions |
CAT | MBA | Management Admissions |
CMAT | MBA | Management Admissions |
NIMCET | MCA | Computer Applications Admissions |
CUET UG | Selected undergraduate programmes | UG Admissions |
CUET PG | Selected postgraduate programmes | PG Admissions |
For programmes accepting multiple examinations, the University determines the admission priority and subsequent seat-allocation procedure.
For example, MBA admission may consider CAT, CMAT, IPU CET and CUET scores in the prescribed order. Similarly, engineering and medical admissions follow their respective national-level examination and counselling requirements.
Candidates should therefore distinguish between qualifying IPU CET and qualifying an alternative examination. Both may lead to admission opportunities at GGSIPU, but their respective merit lists and counselling procedures can differ.
8.7 Important Instructions for IPU CET 2027 Counselling
Candidates should carefully follow the counselling instructions to avoid losing their admission opportunity.

2. Check Programme and CET Code: Ensure that the counselling registration corresponds to the intended programme and admission route.
